The congress will focus on IAS management research challenges at national, regional and international levels, on facilitating capacity building for IAS management among developing countries, and on removing barriers to accelerating regional and international trade.

Island flora and fauna are particularly vulnerable to invasive alien species (IAS), and many insular endemics have been driven to extinction by these invaders. On the other hand, islands may also offer the possibility of long-term refuge and security if alien species can be eradicated or effectively controlled.
