Legal Framework

EASIN provides technical and scientific support to the relevant European Union policies on biodiversity, and in particular to:

  • EU 2020 Biodiversity Strategy, with reference to COM (2011) 244 an EU biodiversity strategy to 2020, to the Biodiversity Strategy target 5 ‘Combat Alien Invasive Species’

  • Regulation (EU) No 1143/2014 on the prevention and management of the introduction and spread of invasive alien species: EASIN has been appointed as the information exchange mechanism supporting Member States in the implementation of the Regulation

The Commission Implementing Regulation (EU) 2016/1141, 2017/1263 and 2019/1262 adopted specific lists of invasive alien species of Union concern. To support Member States activity on species surveillance, the JRC has prepared baseline distribution maps of the species of Union concern in collaboration with MS Competent Authorities for IAS in the first two Implementing Regulations.

Furthermore, JRC updated the scientific information and the geographical data concerning the 17 species added to the IAS of Union concern by the Commission implementing Regulation 2019/1262 and will soon entail collaboration with MS Competent Authorities to establish the relevant species baseline distribution.

  • European Commission as contributing member to the Convention on Biodiversity (CBD)

  • Marine Strategy Framework Directive (MSFD) Descriptor 2: Non-indigenous species
