Healthy plants are fundamental to the environment, agriculture and food security. EU rules on plant health contribute to sustainable agricultural and horticultural production as well as the protection of green spaces, forests and the natural landscape. They also aim to ensure safe trade, and mitigate the impacts of climate change on our crops.
From 14 December 2019, all plants (including living parts of plants) will need to be accompanied by a phytosanitary certificate from the plant health authority in its country of origin to enter into the EU, unless they are listed in Commission Implementing Regulation (EU) 2018/2019 as exempted from this general requirement.
The new rules will benefit citizens, growers and farmers, business operators and public authorities through a better protection of the environment, public and private green spaces, reduced need for pesticide use, simpler documentation, financial support for fighting pests and the implementation of surveillance and eradication/containment measures.
