What is the priority name of the species? Pennisetum setaceum or Cenchrus setaceus?

Sent by e-mail by G. Brundu on 5/9/2017: Pennisetum setaceum (Forssk.) Chiov should should more correctly be called Cenchrus setaceus (Forssk.) Morrone as suggested, e.g., by J.F. Veldkamp1 [Blumea 59, 2014: 59–75 - www.ingentaconnect.com/content/nhn/blumea - http://dx.doi.org/10.3767/000651914X684376 AND by Filip Verloove Article in Willdenowia · June 2012, DOI: 10.3372/wi.42.42108. However some P. setaceum cultivars, e.g. cv ‘rubrum’ are actually considered included in P. advena, or in other species or they have a hybrid origin.
