This bacterium was isolated in 2003 in Portugal (according with data reported in 2022) so it seems not alien for EU to my opinion. Since it is reported as seed transmitted to avoid its spread it must be taken under control but this is a matter of EU internal quarantine at this point, related to the possible addition of the bacterium in the A2 EPPO list.
